Far Away from Target, Tax Revenue in S. Jakarta

The revenue of the land and building tax (PBB) is not considered optimal yet despite many buildings and business centers in South Jakarta. The revenue is only collected as much as Rp 138 billion from target amounting to Rp 771 billion.

“Until now, the revenue is only collected 19.55 percent or Rp 138 billion. It is far from our target this year about Rp 771 billion,” said South Jakarta Secretary, Usmayadi, Friday (6/15).

The cause of this matter is resident’s habit who likes to delay the tax payment. They prefer to pay it if it is near the deadline of payment. “Taxpayers prefer to save their money than paying tax on time such as in form of deposit. It will give them benefit,” he explained.

He gives example, in Setiabudi Sub-District, PBB revenue target reaches Rp 179 billion, but only collected about Rp 71 billion. “There are many buildings and business places because this sub-district is the economy center, yet they use it for investment first. But, its percentage is not different with Pesanggrahan, which is not as economic center, with target Rp 23 billion and has collected about Rp 7 billion,” stated Usmayadi.

He expects all sub-district officials can more focus and faster in collecting PBB, especially for big taxpayers. “Tax revenue can increase if big taxpayers have paid it,” he told.

Usmayadi added the taxpayers’ awareness is needed to support the development payment in Jakarta, because almost the amount of PBB revenue has been submitted to local government. This policy is set on Article 18, Act No. 12/1985 about PBB which has been changed to Act No. 12/1994 is regulating at least 90 percent of PBB revenue becomes local revenue. Based on Government Regulation No. 16/2000, revenue percentage division is for central government about 10 percent, provincial government 16.2 percent, regency/city government 64.8 percent, and cost charges 9 percent.
