Many members of Jakarta City Parliament regretted the fact that some KJS hospitals are resigning from the program. On the other hand, since Jakarta Government launched this program back in November 2012, the program has been found useful by Jakarta citizens.
Member of Jakarta City Parliament Commission E, Wanda Hamidah hopes the retreated hospitals can be joined in KJS program. Indeed there are still lacking in the program. But it is supposed not be a reason by Jakarta Provincial Government. I hope private hospital in KJS program could be added,” she expected, at the building of Jakarta Parliament, Tuesday (5/21).
According to Hamidah, newly implemented system would always has a risk of having unforeseeable problems. "New system bound to have side-effect. We will lobby and evaluate them so they would reconsider from resigning," she told.
She hoped improvement on PT Askes` part as KJS proprietor could be conducted. Thus, Health Minister and Jakarta Governor are expected to discuss this problem together.
Hamidah added her fraction would not have qualms about the increased budget allocated for this program. Moreover, each year the amount of Jakarta Government Budget Residue would reach 5 trillion. Such budget should have been spent on public`s interest, particularly on healthcare and education.
"There is no budget problem, because it is the duty of the state to care for its citizens especially regarding healthcare for underprivileged citizens. We from PAN Fraction would approve for the budget addition. There is no problem even if the budget will suffer from deficit. I will be pleased knowing it has been utilized for public`s interest. It would be more effective that way," she asserted.
Member of Jakarta City Parliament Commission E, Dwi Rio Sambodo added based on statute number 44/2009 about Hospital mentions each hospital is obligated to provide facilities and services for unprivileged people. “So such matter has been set in statute. And hospital must obey it,” he told.
Even in such statute also mentions that hospital should conduct social function, such as by providing service to unprivileged patient, providing free emergency service, free ambulance, disaster victim service or social service. “They must also conduct government program in health sector, either regional or national,” he explained.
Sambodo added if hospital violates their obligations, they will be sanctioned in the form of reprimand, written warning, fine, or permit revocation. "It has been stipulated in the statute," he asserted.
Previously, Jakarta Governor Joko Widodo questioned the 16 retreated hospitals from KJS program. Those are supposed to have social responsible instead of focusing on benefit. “There must be social responsible, humanitarian responsible against unprivileged people. But if the orientation is only on benefit, it will be our burdensome,” he stressed.
He will also remain maintain KJS with INA-CBG’s (Indonesia Case Base Group) payment system through PT Askes. By this system, it can pressure fund users because each patient has medical service planning which have been set and planned, so it can be controlled.
